Vivimos tiempos difíciles, aunque siempre ha habido persecución y opresión en el ámbito del humor... pero también creatividad y resiliencia para superar estas posiciones de poder. Por eso, hablamos con la asociación Cartoonists Rights Network International para comprender mejor esta institución internacional que defiende y promueve el trabajo de los caricaturistas.
O.M.Sousa - La primera pregunta: ¿Cómo nació esta asociación internacional y supranacional? ¿Fue una reacción a momentos de opresión o una necesidad de defender a los artistas oprimidos?
CRNI - Cartoonists Rights Network International (CARTOONISTS RIGHTS, por sus siglas en inglés) es una pequeña organización sin fines de lucro dedicada a los derechos humanos, constituida en el estado de Virginia, EE. UU. Fue fundada por el Dr. Robert Russell, conocido como "Bro", hace más de veinticinco años, tras una trayectoria en proyectos de paz y consolidación de la democracia en lugares como Afganistán, Sri Lanka y Uganda. El hermano Russell reconoció la contribución especial que los caricaturistas pueden hacer en tales situaciones y hasta qué punto son objeto de persecución por decir la verdad a los poderosos mediante una forma de comunicación siempre inmediata y, a veces, contundente.
O.M.Sousa - ¿Cuáles son sus principales objetivos?
CRNI - Cartoonists Rights fue la primera organización global de derechos humanos en enfocarse en la necesidad de proteger a los caricaturistas sociopolíticos para que puedan realizar su trabajo sin temor a recriminaciones. Nuestro trabajo ha ayudado a caricaturistas de todo el mundo con asistencia legal, financiera, emocional y moral para que puedan hacer lo que mejor saben hacer: defenderse contra las injusticias de este mundo.
La libertad de expresión no es barata. De hecho, muchos caricaturistas han perdido la vida en la búsqueda de este derecho. Otros han sido agredidos y maltratados, criminalizados o encarcelados, y un número cada vez mayor se ve desplazado de sus hogares y países.

O.M.Sousa - ¿Con cuántos artistas empezaste y con cuántos estás afiliado ahora? Creo que esta organización no solo vive de artistas.
CRNI - Buscamos defender la libertad de expresión de los caricaturistas mediante: la defensa y la promoción de sus derechos humanos; la intervención con asistencia material en emergencias; la prestación de asesoramiento legal; y la entrega del Premio Robert Russell a la Valentía en la Caricatura (que se otorga bianualmente con nuestros socios en Ginebra, el Premio Kofi Annan a la Valentía en la Caricatura de la Fundación Freedom Cartoonists).
O.M.Sousa - ¿Cómo sobrevive esta organización?
CRNI - No revelamos su número exacto ni sus nombres, pero mantenemos una red de representantes regionales (caricaturistas o académicos y expertos en temas relacionados) que colaboran en la denuncia de incidentes y la verificación de los hechos. Dado que algunos operan en zonas con un mayor grado de vigilancia estatal, estos representantes tienen la facultad de identificarse como tales.
O.M.Sousa - ¿Considera que su presión sobre la opinión pública internacional ha ayudado a salvar o rescatar a artistas de las garras de la opresión?
CRNI - Ningún gobierno, especialmente uno con inclinaciones autoritarias, admitirá jamás haber cedido ante presiones externas o extranjeras, y mucho menos de una pequeña organización sin fines de lucro como la nuestra. A lo largo de los años, numerosos caricaturistas han declarado anecdóticamente que se beneficiaron psicológicamente del apoyo emocional y la solidaridad que expresamos al prestar atención a su caso, y algunos dentro de ese grupo creen que esto ayudó a acelerar un resultado positivo para ellos. O.M.Sousa - ¿Temen los poderes fácticos a la Cartoonists Rights Network International? ¿Siente represalias contra usted por parte de grupos políticos, religiosos o sociales?
CRNI - "Irritado" es quizás una mejor descripción que "asustado". Es imposible demostrarlo de forma concluyente, pero ha habido casos de ciberataques en el pasado que podrían indicar que algún actor estatal nos ataca directamente. Nuestra RED DE ASESORÍA LEGAL PARA CARICATURISTAS ofrece asesoramiento gratuito a quienes cumplen los siguientes criterios:
Caricaturistas que han sido interrogados, amonestados, acosados, arrestados o maltratados por la policía o cualquier organismo estatal o de seguridad, o tienen motivos fundados para creer que lo serán.
Caricaturistas que han sido notificados de una acción judicial relacionada con cargos penales (en particular, relacionados con su trabajo, o si creen que dichos cargos tienen como objetivo intimidarlos o silenciar su trabajo). Cualquiera que crea que un cambio en sus leyes nacionales infringirá los derechos de los caricaturistas a realizar su trabajo o los hará responsables de un procesamiento penal.
Nuestra red de docenas de profesionales, repartidos por seis continentes, está bien posicionada para responder en momentos de necesidad, con las habilidades lingüísticas y el conocimiento local necesarios. Podrían ser considerados como los primeros en responder en momentos de necesidad, antes de que el caricaturista obtenga representación legal completa.
Con nuestra red de contactos y credenciales internacionales bien establecidas durante los últimos veinte años, recientemente modificamos nuestra marca (pero no nuestro nombre registrado) para articular nuestro enfoque principal: CARTOONISTS RIGHTS.

We live in dark times, although there has always been persecution and oppression in the field of humor... but also creativity and resilience to overcome these bad positions of power. That's why we spoke to the Cartoonists Rights Network International association to better understand this international institution that defends and promotes the work of cartoonists.
O.M.Sousa - So, the first question. How was this international and supranational association born? Was it a reaction to moments of oppression or a feeling of the need for something to defend oppressed artists?
CRNI - Cartoonists Rights Network International (CARTOONISTS RIGHTS for short) is a small human rights non-profit incorporated in the state of Virginia, USA. It was founded by Dr. Robert Russell, known as "Bro", over twenty-five years ago after a career in peace and democracy-building projects in locations such as Afghanistan, Sri Lanka, and Uganda. Bro Russell recognized the special contribution that cartoonist can make in such situations, and the extent to which they are often targeted for speaking truth to power via a form of communication that is always immediate and sometimes blunt.
O.M.Sousa - What are your main objectives?
CRNI - Cartoonists Rights was the first global human rights organisation to focus on the need for protection of the socio-political cartoonist to carry out their work without fear of recrimination. Our work has helped cartoonists all over the world with legal, financial, emotional and moral assistance so that they can do what they do best; advocate against the injustices of this world.
Freedom of expression doesn’t come cheap. In fact, many cartoonists have lost their lives in pursuit of that right. Others have been assaulted and abused, criminalized or imprisoned, and an increasing number are displaced from their homes and countries.
Our mission is to defend these cartoonists, providing legal and material aid to those in need, but we need your help. When you donate, you show support of our work and your commitment to human rights and free expression
O.M.Sousa - What are the main actions you have been responsible for over the years?
CRNI - We are dedicated to the protection of editorial and political cartoonists' human rights – most prominently their freedom of expression – and providing support for those facing threats as a result of what they draw: abuse, criminalization, displacement, violence, and so on. z
O.M.Sousa - How many artists did you start with and how many are you now affiliated with? I believe that this organization does not only live on artists.
CRNI - We seek to defend cartoonists' freedom of expression by: advocating and campaigning for their human rights; intervening with material assistance in emergencies; offering legal guidance; presenting the Robert Russell Courage in Cartooning Award (alternating bi-annually with our partners in Geneva, the Freedom Cartoonists Foundation's Kofi Annan Courage in Cartooning Award).
O.M.Sousa - How does this organization survive?
CRNI - We do not disclose their exact number nor list their names, but we do maintain a network of regional representatives (either cartoonists or academics and experts in related subjects) who assist with reporting of incidents and verification of facts. As some operate in areas with a higher element of state surveillance, it is at these representatives' discretion whether they choose to ever identify themselves as such.
O.M.Sousa - Do you feel that your pressure on international public opinion has helped to save, to rescue artists from the clutches of oppression?
CRNI - No government, especially not one with an authoritarian bent, will ever admit to acquiescing to external or foreign pressure, and certainly not from a small non-profit organization such as ours. Over the years numerous cartoonists have stated anecdotally that they benefited psychologically from the emotional support and solidarity expressed in our attention on their case, and a some within that group do believe that it helped hasten a positive outcome for them. Conversely, there are cartoonists we have assisted and yet have not and never will mention, knowing this would risk making matters worse for them while they are still in danger.
O.M.Sousa - Are the powers that be afraid of the Cartoonists Rights Network International? Do you feel retaliation against you from political, religious or social groups?
CRNI - "Irritated" is perhaps a better description than "afraid". It is impossible to prove conclusively, but there have been instances of cyber-attacks in the past that might indicate one state actor or other targeting us directly. Operating conditions for all Western human rights organizations are worsening as an increasing number of governments harden their attitudes towards displaced people and seekers of asylum, international treaties and obligations, and long-standing precepts concerning universal human rights. In terms of those who represent the interests of journalists and media workers, the recent GFMD statement on the effect of President Trump's Executive Orders on foreign aid is illustrative.
O.M.Sousa - How can the general public help this organization?

Besides our extensive advocacy work which reminds cartoonists and those who might infringe upon their human rights of the importance that they be allowed to pursue their work without fear, CARTOONISTS RIGHTS will intervene in instances where those rights are disregarded.
To this end, we have established an international network of legal practitioners to assist us in times that an intervention is required to secure the rights of a cartoonist under threat, under the cosh.
Our CARTOONISTS LEGAL ADVISORY NETWORK offers free guidance to those who meet the following criteria:
Cartoonists who have been questioned, cautioned, harassed, arrested or abused by the police or any state or security agency – or have good reason to believe that they will be.
Cartoonists who have received notice of a court action pertaining to criminal charges (particularly with regards to the work they do, or if they believe such charges are intended to intimidate them or silence their work).
Anyone who believes that a change in their national laws will infringe on the rights of cartoonists to do their work, or render them liable for criminal prosecution.
Our network of dozens of practitioners spread throughout six continents is well placed to respond in a time of need, armed with the language skills and local knowledge required. They might be seen as first responders in a time of need, before the cartoonist secures full legal representation.
With our networking and international credentials well established over the past twenty plus years, we recently amended our brand name (but not our registered name) to articulate our core focus: CARTOONISTS RIGHTS.
We are governed by a diversified board of directors typically made up of cartoonists, academics, philanthropists, journalists, diplomats and lawyers and the day to day running of the organization is managed by an executive director; cartoonist and free expression champion Terry Anderson having held that post since 2019.
Cartoonists Rights has also established an impressive network of legal experts, free expression advocates, human rights and other relevant organisations with whom we work to achieve our mission.
O.M.Sousa - Is there anything else you think is important to mention?
CRNI - If a cartoonist contributes to you favorite source of news coverage and analysis, be sure to make you appreciation known – most now have ways of accepting small, regular payments as low as a dollar a month from their readers. If cartoons are absent wherever you consume news, write to those who edit or operate the newspaper/magazine/journal/website and ask for a cartoonist to be added.
